To keep students and staff safe from COVID-19, urban schools made large investments in the maintenance and upgrading of school buildings, including upgrading air quality and hydration systems and ensuring they had the materials, staffing, and protocols in place to provide regular and deep cleaning and disinfecting. To create the conditions necessary for returning to in-person instruction, districts also invested in personal protective equipment (PPE), and implemented systems and protocols to provide COVID testing, contact tracing, quarantining protocols, and, eventually, vaccinations.
