• Moses J. Palacios serves as the Council's Legislative and Research Manager. In his role, Moses performs a range of duties in support of the Council’s mission including producing research briefs and reports, data collection and analysis, and maintaining the Council’s strong relationships with the urban school and research community. In addition, he works to further the Council's federal legislative goals through bill analysis and advocacy on issues affection urban school districts.

    Prior to joining the Council, Moses has been a leading advocate for the rights of undocumented students in the state of New Jersey and at the federal level.  While working with the National Association for College Admission Counseling, he led the association’s legislative and research efforts on the federal DREAM Act.  He continued his focus on undocumented students and broader urban education policy at the University of Pennsylvania, where he earned his M.S.Ed in education policy.  Moses also served as an education policy graduate associate with Research for Action to provide the Pennsylvania state legislature research briefs on key areas in education reform to inform ongoing efforts to restructure the state’s public education system.
