  • Moses J. Valle-Palacios serves as the Council's Manager of Legislative Services. In his role, Moses advances the policy and regulatory interests of urban school districts with the U.S. Congress, federal agencies, and the Administration. He also leads the Council’s initiative to support boys and young men of color.

    Moses has worked at the Council for over a decade, also serving as a Research Manager in a prior capacity producing data analysis, research briefs, and supporting the Council’s data collection efforts. Prior to joining the Council, Moses has been an advocate for the labor and educational rights of undocumented students at the state and federal level. Moses earned a master’s degree in education policy from the University of Pennsylvania and a bachelor’s degree in communications from Rutgers University.
