
English Learners
The Council of the Great City Schools has long advocated for English learners, providing strategic guidance, research, and professional learning to help districts strengthen instruction and improve academic achievement. Central to this work is the development of instructional frameworks—such as A Framework for Foundational Literacy Skills Instruction for English Learners, Re-envisioning English Language Arts and English Language Development for English Learners, and A Framework for Re-envisioning Mathematics Instruction for English Language Learners—which guide districts in implementing high-quality, standards-aligned instruction. The Council also delivers technical assistance through guidance and professional development via its Professional Learning Platform and leads advocacy efforts by engaging with federal agencies and policymakers to secure funding and shape national priorities that impact English learner programs.
