Districts Study Update-- Emerging Themes in Successful
Districts
Council staff will provide an update on the Council's ELL Study and
review the emerging themes linked to districts showing success in
improving ELL achievement. The discussion will also address the
ongoing challenges faced by all districts related to improvements
in educational outcomes for English Learners.

11:15 am - 1:00 pm English Learners from St. Paul Public Schools-
A panel discussion with students point of view. St. Paul Public
Schools educates close to 15,000 English Learners who
represent 36 percent of the total student population speaking a
total of 126 languages. During this session, we will hear students'
voices express their hopes and dreams as well as the role of
school and educators in helping achieve such dreams.

2:00 pm - 3:30 pm General Session-- Tools to Provide English Learners
Greater Access to Rigorous Content Instruction.
This session will provide an overview of initiatives underway in two
Florida school districts to enhance English Learners' access to
rigorous curriculum in Science and Math. Okhlee Lee will discuss
her work as the Principal Investigator of Promoting Science
among English Language Learners (P-SELL) funded by
the National Science Foundation and Sandra Rosario will present
the iPASOS pilot math program for secondary ELLs.

Reinvestment Act (ARRA). Manish Naik, the Council's
Manager for Legislative Services will provide a detailed
overview of the ARRA funds. Council staff will also discuss
the prospects of supporting ELL programs with ARRA funds
and provide an update on the Council's efforts to assist
member districts in the development of their spending plans.

8:30 am - 10:00 am General Session: Confronting Challenges to Program
Improvements for English Learners. This panel will provide an
update of Seattle Public Schools work on a major re-design of their
program for English Learners. Ms. Gallardo will share Seattle's
experience with reaching out to St. Paul as co-members of the
Council to help inform and move along Seattle's ELL program reform.
Philadelphia's own experience with EL Program reform will now
inform the State of Pennsylvania's efforts to support improvements in
EL programs through out the state. Ms Sainz de la Pena will discuss
State efforts and policies that are key to support the EL program
reform efforts at the school district level.

Session I. Early Childhood Education and ELLs--Trends and
Priorities. Eugene Garcia has been at the forefront of
extracting crucial and relevant information from the Early
Childhood Longitudinal Study. In this session, he will present
the latest statistics and trends regarding ELS and discuss the
implications for designing and implementing Early Childhood
programs.

Session II. District Program Design to Meet the Needs of
Lesser Spoken Languages. Urban school districts educate a
heterogeneous population of English Learners, at times representing
in excess of 100 different languages in a single school district. Many
challenges exist to meet the educational needs of ELs whose
primary language are so diverse. During this presentation, three
Council member school districts will share their district's
organizational and instructional strategies to serve ELs whose
primary language may be less commonly spoken.

for Outstanding Contributions to ELL Achievement
1:00 pm - 2:30 pm The American Recovery and Reinvestment Act (ARRA) as a
Unique Opportunity to Support English Learner Instruction. The
AARA represents an unprecedented investment in education. Though
Title III is not one of the categorical programs explicitly funded under
ARRA, English Learners receive educational services under Title I and
IDEA as well as other authorized programs mentioned in the
legislation. Kenji Hakuta will provide an overview of the
Recommendations for Addressing the Needs of English Language
Learners-- a white paper prepared by a research working group of
nationally recognized experts on EL issues. Valeria Silva from St.
Paul Public Schools and Bud Larievy from Boston Public Schools will
share their districts' plans for making strategic investment of ARRA
funding to improve achievement for ELs.

Session I. Data Systems and Strategic Use of Data. This panel will
focus on the need of strategic use of data systems and data analysis
to improve academic outcomes for English Learners. Dr. Allensworth
is the lead author in What Matters for Staying On-Track and
Graduation in Chicago Public Schools and has recently began an
three year study of the transition to high school which follows a
cohort of eight grade students and looks at their perceptions of the
challenges of high schools and the school practices that foster or
hinder student performance.
Panelists from two Council member districts will discuss the
implications of Elaine Allensworth's work with regard to the need for
developing data systems and statistical models that accurately
predict achievement and school completion for English Learners.
